ISIS is a creation of Sadaam Hussian's intelligence/security services. They were secularists in their prior life. They seized upon sectarianism as a way to attract cannon fodder for their cause. They are aided by various national intelligence services who view them as useful tools in a proxy war on Iran. The US adopted a strategy of promoting sectarianism right after they the Bush Administration figured out Iran was the big winner of the Iraq war.

But wait you say, shouldn't Hussain's former employees hate the US for forcing them from power. They probably do, but such is the intrigue of the middle east. Alliances shift all the time.
