Inconsistent/inattentive moderating, especially on the sports boards. Shack is what it is, and I don't think drives much of the traffic on this site.

Most boards have pretty much a 0 tolerance handle killing policy. If you troll or break the rules, you're gone immediately. You can keep making new handles but they get banned immediately and most people just get bored and go elsewhere.
