Percentage does. Fact of the matter is, a higher percentage of rural people are on welfare than urban folks. You would expect there to be more urban folks using welfare. Why? Because there's a lot more of them. Rural Americans are leeches also. A higher percentage of them actually. The old philosophy, well there's nothing to do around here, so I might as well have kids. See it all the time. We thought the coal mines would always be around (smh)...
