My guess (obviously much better than yours) is these projects are held up much more by bureaucratic inertia
and trying to steal peoples land than they are by any
burdensome regulations.

Though I'm sure you and ragliar would consider archaeological reasons to be "burdensome"

If Trump can move the inertia along that would of course be great and beneficial. Doubt that is what he means.
