cases on this issue. All of them say that immigration is an inherent sovereign power. They do not say that immigration is covered by your referenced clause in the constitution, because it is not.
The constitution clearly does not grant the power to control immigration, otherwise SCOTUS would not have to declare it an "inherent sovereign power".
