like many parties, there are wide varieties of opinions within a party. Some thinks his proposals to too far, some not enough. Some of them feel threatened by their constituency/media.

And on the other side, the Dems have basically said they won't vote for it no matter what (similar to what the GOP did to Obama in the previous term).
