Nobody has ever claimed Comey didn't write memos throughout his career. However, these "damning" memos that supposedly exist which incriminate Trump somehow have yet to surface. Also, Congress has been looking at his notes and memos for a while now, and we've yet to hear of anything regarding obstruction.
