they believe to be making an honest effort to follow the rules.
But Missouri, by 2014 under Haith and Fuller, had clearly shown they had little regard for the rules governing all except for kansas, louisville, kentucky, and of course north carolina.
What the actual ruling was, the terminology, doesn't matter in the least. They, the NCAA, were simply protecting their very hypocritical pecking order in not allowing Missouri to ascend to that privileged level where a school needn't worry about the rules.
