There are 3 scenarios where I would believe this to be terrorist-related:
1) there was a 3rd car that plowed into people, and they seemed coordinated
2) the second incident (if true) driver had a similar demographic as the first (still unknown), and that happened to be Middle Eastern -- or reports that both drivers shouted farsi/arabic
3) syndicated media were saying it was a terrorist attack (with evidence to support that claim).
Its like 9/11. When the first plane hit, everyone thought it was an accident. When the second plane hit, it was something more.
