and should be no surprise and is one of the primary reasons we should have expected this to be entertaining - if you take partisanship and love of the federal govt and the idea that POTUS is overly important out of it.
POTUS was intended as a state figurehead, not a domestic policy role.
that he is likely less diabolical and planful makes him less likely to be nefarious and desirous of intervention/control imo.
He reads things, makes a gut call of what he thinks is right and goes with it.
A nightmare for a complex regime like the US govt.
