Blues had already made it known that they were not extending their AHL Affiliate Agreement past this Season ('16-'17). AHL made it known that they were not expanding for next season ('17-'18) leaving the NHL with 31 teams with the punching bag expansion Vegas team & the AHL with 30 teams.
Since Vegas will have too many NHL expansion drafted players than they will have room for on their NHL roster &, at the same time, won't have any development system to speak of yet or for the next few years & enough personnel to fill an AHL team in their 1st season, it makes sense for the discarded Blues AHL Affiliate to find a further partner & fill that role for Vegas.
In the meantime, Vegas benefits by the Blues helping fill what they can't at the AHL level - players/staff at the AHL level for next season & the Blues will actually see some benefit perhaps from the veteran NHL roster Vegas has layers that were drafted in the upcoming expansion draft helping mentor/lead younger AHL level with players of the Blues, while the Blues await their new expansion franchise on the AHL level.
The Blues will have a new AHL affiliate a season from now in '18-'19! This has been in the work for some time!

The NHL has said No to kc as far as AHL expansion so far.
