The process to share information is somewhat involved as the originating agency is consulted to see what risks sharing may pose. It's not done on a whim and a protocol is followed so as to maintain the classification and minimize any risk.
However, if the President decides to unilaterally share information, as it seems to be the case here, then it's not classified anymore, regardless if the American public, the English, or the Russians are the recipient because he's the classifier-in-chief, so to speak. It will be very hard to insist that someone else has broken the law by sharing the same information the President provided unilaterally.
