Nixon would be high on a comprehensive list of all Presidents, so he would naturally be 1st.

Obozo was the worst all time head of anything in the history of the World, so obviously dead last by a margin so wide, it makes no sense to include him on any Presidential list.

So, Carter at the bottom of your list.
