I could see it provided on a quid pro quo basis.... you work with Vista or the Job Corps for a certain number of years and you will have health coverage, but I can't see just giving someone something I have had to work for all of my life.

Healthcare has historically been tied to employment thanks to a "pool" of employees where the group gave the employer buying power based on numbers.
