it fails, blame the Dems, do nothing on the ACA as it continues to squeeze businesses and individuals financially but leaves the federal bureaucracy in place to support it (permanent government gets a new operation to control power which is one of the main goals of any legislation), then repeat in 2018.

This stuff really isn't too hard to decipher as I'm sure you're aware.
