I have no problem with setting some minimal standards, and maybe some reference points. Just because something is complex does not mean you should not try to at least make some improvements on a system.

But I also believe that basic healthcare should be provided to all people. How exactly you get there, I don't know the exact process. A simple thing to do is if you can afford your own healthcare, government gets completely out of the way...that reduces the complexity by 70% or more.
