Great article. Full of effective policing tips, that will no doubt be ignored and unused.
St Louis gets a small, sad mention as a failed city like detroit, chicago.
My bet is Baltimore, like Ferguson is dead. The patient just doesn't know the diagnosis personally yet.
Any middle class, rich person who could has fled the area to better, less crime ridden areas. Once a town (see detroit, newark, NO) is mostly poor, the dem power structure starts collapsing, and looting the place.
Ok, they were looting all along.
It's just that the missing rich, middle class take their taxes with them, leaving the dem budgets full of holes.
