It is not a question of whether - the only question is how much - it impacted the election.
It is little more than an historic or conjecture now though.
Hillary should never again speak of the campaign in any public setting. It serves no one for her to do so. What it does is denigrate herself in the same way that Trump's continued whining about winning the popular vote. Curiously while there is some heft to the claim of the Comey influence there is zero evidence of Don's claim regarding three million illegal votes.
