You confuse "is" with "have" (and "will be in the future")

there is not going to be a shutdown this week - there "have" been (partial) shutdowns in the past - there will be (partial) shutdowns in the future. Maybe at the end of the current budget year; maybe not - but there will be shutdowns at some point in the future.
