North Korea is used as tool to justify a military build up in Northeast Asia to increase leverage over and/or contain China.

US is glad North Korea has developed Nukes. Very useful. North Korea is also used to manage public opinion in South Korea.

South Korea has a major presidential election coming in a week. Ratcheting up tension helps the political prospects of our favored allies in South Korea.
