Independence did the same thing about ten years ago.

The western side of Independence was part of the KC school district and Independence (rightly) thought that was having a negative impact on property values in the city. They voted to annex that area into the Independence school district and KC residents approved the move.
I have not been inside the school since the changeover but I can tell you it looks 1000% more presentable from the road and from what I hear the residents are very pleased.
What some people will call a racial move others will claim to be financial. School districts have a huge impact of property values.
