Rich get richer. Poor get poorer and more numerous.

We have a one party system with two factions. The pubs are brought in to accelerate class warfare. When the pain starts to threaten social cohesion, the Dems are brought in to tamp down discontent. When dissent is tamped down sufficiently, pubs are brought back. Rinse repeat.
