I would like to see the meaning of this phrase addressed ;

And by that I mean by someone knowledgeable and intelligent. Curcubits need not apply.

The phrasing in the constitution is very precise. Notice it says AND not OR. So if someone were to sneek across the border and pop out a kid were they under the jurisdiction of the US? If the answer is yes then what is the point of this sentence? They could have completely left it out and those kids would still be citizens. However if the answer is no then we have thousands upon thousands of 'citizens' who are not actually American citizens.
