and people manipulate the numbers to show what they want it to show.

In my mind, the 1st ID has a set annual cost when they are in garrison (let's call that a 'base cost'). Deploying them costs an additional amount. That additional amount is all tha should be what is used to calculate the costs of sending them to Iraq.. not the base plus the deployment costs. Just my opinion....

I saw that in the Ferguson riots. The cost of cops working their regular shift was not (IMHO) a cost to the riots. The overtime costs and any additional fuel, meals etc that was above the normal cost to the city is the cost of the riots....
