this, it does not even rise to the level of a problem it is just an inconvience.
The very simplest would to be to simply purchase at thirty foot strip of their land that borders Mexico ad build the damned fence.
I am guessing the real problem here is that the land owners do not want a fence separating then from the river and do not wish to sell. That is easily solved with eminent domain. I am not usually a fan of E.D. but this is a case of national trumping property rights.
Before you chime in Pickle, despite your views on the subject eminent domain is well established law in this country and a perfectly reasonable recourse in this case.
