effectiveness of a military operation. Tonnage vs enemy casualties?

What is the appropriate equation for tonnage vs enemy casualties?

Does the degradation of enemy capabilities matter at all?
How about a demonstration of american power, think it might be a deterrent to isis or north korea or iran?

Count on the left to argue about alleged inefficiency with the military, while asking government to waste ever more money on social programs rife with fraud and abuse.
