POTUS needs to be done with his engagement/deployment in 90 days before requiring congressional approval. In modern warfare, a lot can be done in 90 days.

This isnt pre-9/11 legislation.

Limiting that power may not be a bad thing, but I dont disagree with Obama's drone strikes and I dont disagree with Trump's (somewhat useless) Syria strikes.
