I mean, if you take the conspiracy approach to everything, then China likely got NK to act aggressively. China comes to meet with the Great Negotiator and says, "we'll agree to help you keep a lid on NK if you agree to continue trade deficits". Great, we can tell everyone we've Trumped NK and they're going to be good. Which they will, when China hands them their food rations. China wins, NK wins.

I'm not saying this is true, but possible? Surely.
