They could hit a couple of our vassal states

I don't see how nuking South Korea or Japan would advance North Korea's interests, but they could probably hit those countries, we have US military bases in both countries that could be targets.

I think the probability they would do so is less than 20 percent (just a guess), but if they did it would be harmful to US interests.

It would basically cause the populations in other US vassal states to question the value of their current role as US allies. It would demonstrate the risk that they could suffer huge losses simply because of their status as US vassal states in a situation over which they have no control over US behavior.

When thinking about this situation keep in mind that South Korea has an important presidential election that is scheduled for the next few weeks. The US may try to use this situation to influence the outcome of those elections.
