and mentioned in the article is the need to continually use agents from other areas of expertise(within the SS) to do protection details. Typically the protection details do not have to use other SS agents except for special event situations so it is understandable that an agent whose area of expertise is in fraud, counterfeiting or something else would be come dissatisfied with long term/frequent reassignment.
