Hell congress can't agree on anything now. Why would you expect anything to improve? Besides that, the less people involved in a decision the more efficiently policy can be implemented. The trick is to get the right policy maker.

FAR more productive would be to have ONE term for congress, probably extended term. Would solve many problems today.
