just cooked up the scheme to make it easier to leak. They will both have plausible deniability when it comes to being the "actual" leaker and therefore, they skate.

She can fall back on the "just doing my job" when unmasking and just following the Exec Order when spreading among staff. What happened beyond that was "beyond my control".
