Frank made. Fill the staff with guys that he thinks can recruit for him and nobody to help strategize.
If Quin had been able to keep John Hammond around, or replace him with a similar assistant, he'd probably still be the coach at MU.
If Frank had kept Nestor around, he'd probably still be the coach at MU.

MU has a history of weak staffs.
