Juan's Imports should be able to bring goods into the US which, in the example of electrical items, aren't UL listed and don't meet US product safety codes. It's all good if Juan uses lead-based paint and colorants.
The consumers will figure it all out when they have an electrical fire and have no recourse to recover damages from Juan, or their children test positive for lead exposure due to the lead dust from Juan's products.
