It's all spending, and it all needs to be cut.
Mandatory versus discretionary is nothing but political theater, designed to create a protected class of govt cost.
It's nothing but an illusion, designed to prevent any cuts from happening, and done to promote , support higher tax increases.
Never any reduction, or elimination of govt waste.
