Your ignorance of the law and legislative history is showing yet again.

Abortion is a state law. Every (or nearly every) state legislature controlled by by a GOP majority has passed some sort of anti-abortion legislation. Every one of them have been declared Unconstitutional because of Roe v Wade.

Until Roe is overturned, no law limiting abortion will pass judicial review.
