flush with cash during the Obama administration because many were not rolling profits back into their businesses like they usually would.
Of course businesses were making profits during Obama's term, businesses make money in almost any economic climate. But because of the very chaotic regulatory environment most businesses chose not to make big capitol outlays with those profits. Just as many of the banks that were bailed out sat on those bailout funds instead of pushing that cash back into the economy.
