---they aren't apparently a sponsor of terrorism, and their government is just as dysfunctional as Libyas, but they were removed from the list. Why?

So, the list isn't about terrorism, and it's not about a functional government. It's not about vetting, either, because no vetting was implemented in two weeks that wouldn't apply to all countries.
