Sort of, yeah. It'd be recruiting suicide not to let a kid out of his LOI, but they don't have to do it regardless of a coaching change.
The one interim thing schools can do is give a partial release... allowing a kid to talk to other schools, but then waiting to see where he commits to see if they want to grant a full release. If they don't like it, they can not grant the release, and then the kid has to sit out a year (essentially, following transfer protocol). Again, that's pretty rare because it's a bad reflection on the school.
Despite the quip, there's no reason to believe Illinois would act in such a way.
