He is stuck..The Republicans have made it clear they have no interest at all in working with any Dems on healthcare, and their party is divided on what to do. The most he could do is a clean just repeal...and that may or may not pass the House, and likely would not pass the Senate. It likely creates a new mess.

Their is zero unity on the Republicans to get a solution. Trump has promised and required that something be done..he has not favored just repeal at all.
