Prime example where nobody be talking.

And the police may get intel pointing to a suspect, but nobody talking.

And if they did make arrest and went to trial, nobody talking.

So they will pin the shooter with some other charges and he will do some time, but as a non-violent offender he will be back on the streets soon enough.
