There's no contradiction at all.
If somebody on a business trip overspends on their business card, it doesn't mean they used it to do something illegal. They may have simply used it take an unscheduled business trip.
In either case the controller's going to run it to ground and find out what happened.
Comey hasn't reached the end of the popcorn trail. There's no telling what the outcome might be.
