Taking my own admonishment, I've looked at the current NLI and they do impose an obligation on a school, namely at the time a player signs to give him a financial aid offer. If it doesn't the NLI isn't binding. The offer is not part of the NLI, it is a separate doc. If the school doesn't extend the offer of aid, the NLI isn't binding on the athlete.
The NLI is administered by the NCAA under rules set by the CCA, the organization of college conference administrators.
So bottom line is if a kid signs a NLI he is given a separate financial aid offer. If he doesn't get, he's not bound by the NLI, but probably doesn't have the right to sue for the aid offer.
Will admit the rules have changed a bit since I used to work for a faculty rep.
