In order to thrive at Illinois, you have to be at least reasonably successful at recruiting Chicago. In order to be reasonably successful at recruiting Chicago, you have to both 1) be well connected in Chicago and 2) be somewhat to overtly shady.

Neither of those two things seem like a description of Brad Underwood.
