The NSA has ongoing monitors of foreign nationals and Flynn's calls were intercepted as a result of that-they don't conduct domestic surveillance. Any surveillance of Trump and/or his associates would be conducted by the FBI via FISA warrants. In that respect Comey said no surveillance was ordered by Obama. He did not elaborate on whether or not there was a surveillance of Trump, but as I posted for you earlier he said there is in an investigation into possible connections between Trump people and Russia,
