assistant pay, has yet to be approved by the BoC. It should be, and always has been, a formality at this point, but it has not happened yet.

Therefore (use of the word theoretically is key) Martin can say to Porter, I'll pay you "around" $X, but he can't guarantee him he'll pay him a specific amount yet.
