The problem about books on race written by partisan hacks is that the Pubs say the Libs have re-enslaved black folks via the creation of the welfare state, which is totally accurate; and then the Libs say the War on Drugs did it, which is just as accurate.
The whole truth is that it's an intentionally created combination of the two that has totally ****ed minorities, most notably black folks, in this country.
