The State Dept is fairly worthless.. Since 1995 staffing has doubled and its budget has nearly tripled. What results have we gained from that?

On the flip side, the military spending (adjusted for inflation) is nearly at 1988 levels and the number of uniformed military is at its lowest point since before WW2.
