Hence the direct quote: "Some of those people would choose not to have insurance...".

The others would not have insurance because they could not afford it.

Both of those groups come into existence by the repeal of the individual mandate. Which means the "most" you quote aren't just those that choose to not have insurance but both those that choose and those that cannot afford health insurance.
