the emphasis was on Militia not having guns everyone had guns. that wasn't even thought of. At that time our military was non existant. There were several uprisings by slaves in the South and Shays Rebellion in the North the Federal government could not respond. . The question is does the government national, state and local have the right to restrict firearms for what the majority of citizens think that is safer
